Frances "Fran" Caetta Bowen, 64, passed away peacefully surrounded by her Fam ily on December 28th, 2017 at Mercy House in Endicott, NY. Fran was born on January 21st, 1953 in Brooklyn, NY to Andrew and Pauline Caetta. She grew up in Bergen County, NJ where she graduated with Honors from Immaculate Heart Academy. After high school, she attended College at Mount Saint Vincent in the Bronx, NY where she received a Bachelor's, with Honors, in English. She went on to receive her Juris Doctorate from Seton Hall University and became a licensed attorney in New York (1978). She worked for Security Mutual prior to committing her ca reer to public service. She went on to work in Broome County Surrogate's Court as a Court Attorney for 30 years, during which time she served three different Judges. She recently retired in May of 2017. Fran was recognized as one of the foremost authorities on Guardianships and was frequently asked to lecture throughout the State. In addition to her time as the Surrogate's Court Attorney, she dedicated her time as a Board Member for Hospice and the Broome Legal Aid Society at various points in her career. Fran was a devoted wife to Scott Bowen and they were happily married for 39 years after meeting in Law School. She was an avid New York Yankees fan, so much so that she was infamous for writing a spirited letter to Ownership about the firing of Yogi Berra. In addition to her Yankee fandom, she was a roller coaster enthusiast that often led the charge at theme parks during Family vacations. Fran was also a standout Tennis and Softball player and enjoyed exercising. Most importantly, Fran thoroughly enjoyed the time she spent with her many friends throughout the years. She will be remembered for her great sense of humor and wit. Fran is survived by her spouse Scott Bowen, her sons, Andrew Bowen (Amanda Bowen), Scotty Bowen; her Brother, Andrew Caetta; her grandchild Landon Bowen (Andrew & Amanda); her niece Winnie Caetta, and nephews Andrew, Bobby, and Michael Caetta. In addition to her immediate family, Fran very much loved her large, family full of cherished cousins, aunts, uncles, and their extended families. Fran was predeceased by her parents Andrew and Pauline Caetta. A Funeral Mass will be offered at St. Thomas Aquinas Church, Highland Avenue, Binghamton, Wednesday at 10 a.m. Burial will be in Calvary Cemetery, Johnson City at the convenience of the family. The family will receive friends at the J.A. McCormack Sons Funeral Home, 141 Main Street, Binghamton, Tuesday from 4 to 7 p.m. In lieu of flowers, the family requests memorial donations be made to Mercy House of the Southern Tier, 212 N McKinley Ave, Endicott, NY 13760.
